What is WPC (Wireless Planning and Coordination)

 WPC stands for Wireless Planning & Coordination, is a wing of the Department of Telecommunications that comes under the Ministry of Communications of the Government of India. WPC provides an ETA (Equipment Type Approval) Certificate which is required for Wi-Fi and Bluetooth-enabled IT and Electronic Products. If a manufacturer/importer wants to import or sell a wireless (Wifi or Bluetooth-enabled product) in the Indian Market then they will need WPC/ETA certification.

There are 3 types of WPC certification:

1. Equipment Type Approval or WPC ETA Certificate: ETA (Equipment Type Approval) Certificate must be obtained by WPC if you want to import any wireless device that works on the unlicensed frequency band. This certification is also required to manufacture products like Bluetooth devices, mobile phones, Wi-Fi-enabled devices, and other related products. If a product is manufactured outside India then you’ll need this certification to import the products.

2. Network License: A network License is given to a particular company that uses a country’s restricted radio frequency to provide communication services. This license is also of two types:       

  • Internet Service Provider License: If anyone wants to provide internet services then they will need an ISP license from the Department of Telecommunications (DoT).

  • Experiment License:  If you’re a person or an organization who wants to conduct experiments or research on wireless gadgets then you’ll need an Experiment License from the WPC department. 

3. Non-Network License: This License is issued to non-network service providers such as cable TV distributors. This license is  of 3 types:

  • Import License: This license is issued to those who want to export their wireless products. With this license, you are allowed to sell your wireless products in the Indian territory.

  • Dealer Possession License: This license can be issued to an individual or an organization that is either a dealer or distributor of wireless products.

  • Non-Dealer Possession License: This license is issued to those who don’t deal with any wireless devices and to those who do not hold any license from WPC.

If you’re a domestic manufacturer then you can directly apply for a WPC ETA Certificate but if you are a foreign manufacturer having no branch office in India then you’ll need to appoint an Authorized Indian Representative (AIR).

How to get WPC Certification
