BIS certification in India is a mandatory requirement for manufacturers aiming to export certain products into the country. These products necessitate either BIS certification (previously known as ISI) or BIS registration (CRS). The primary purpose of BIS certification is to ensure that these products meet the necessary quality, safety, and reliability standards, allowing them to be introduced and marketed within the Indian market. The Bureau of Indian Standards (BIS), operating under the Indian Ministry of Consumer Affairs, Food & Public Distribution, issues BIS Certification India and BIS Registration. This process guarantees that products align with Indian Standards (IS), offering consumers peace of mind regarding the quality of the products they purchase.

BIS Certification in India 

Established on April 1, 1987, the Bureau of Indian Standards (BIS) holds the role of the national certification body in India, succeeding the Indian Standards Institution (ISI). By taking over the responsibilities of the ISI, the BIS has assumed the vital task of overseeing product standards, quality assurance, and certification procedures in the country.

WHICH PRODUCTS NEED BIS?

Determining which products require BIS certification is crucial due to the continuous expansion of the BIS product catalog.  BIS CERTIFICATION FOR EXPORT TO INDIA

There are two main types of certifications:

1. BIS-Certification (ISI), (Scheme I, ISI Mark Scheme)

 The Foreign Trade Authority (FMCD) is responsible for issuing BIS ISI certificates to foreign companies. As part of the Bureau of Indian Standards (BIS) since 2000, the department is responsible for issuing BIS certificates. The process and procedures for obtaining ISI certification are part of the Foreign Manufacturers Certification Program (FMCS).   FMCS-based products carry the ISI Mark and are considered "BIS Standard Mark" or "ISI Mark" as described in ISI Marking Scheme I. These markings indicate that the product meets the quality and safety standards set by BIS for the Indian market.

 2. BIS-Registration (CRS), (Scheme II, CRS Mark Scheme)

The BIS registration under CRS (Compulsory Registration Scheme) was introduced in 2012 for 15 product categories. Since then, new products have been added in phases. Based on the regulations published by the Ministry of Electronics and Information Technology (MEITY), foreign products for the Indian market can also obtain BIS registration.

The BIS-CRS registration mainly covers products in the IT, electronics, and lighting categories, however, the list of products subject to registration is constantly being expanded. This makes BIS-CRS registration one of the most important and common registrations in India.

BIS Registration Process

The BIS registration process includes both the licensing and monitoring stages. They conduct the following processes throughout the licensing procedure:

. Manufacturers are the ones who submit BIS registration applications.

. A BIS inspector subjects the factory to preliminary inspection.

. Following the inspection, they evaluate the sample product.

. When the evaluation is over, the officer decides on the conclusion.

After the BIS evaluates the report, they give the license.

Changes Requiring Notification Include:

In January 2022, the Bureau of Indian Standards (BIS) announced that it would be phasing out the use of the BIS-CRS logo in favor of the BIS-ISI logo. The BIS-CRS logo was used to mark products that met the requirements of the BIS certification scheme for industrial products, while the BIS-ISI logo was used to mark products that met the requirements of the BIS certification scheme for all other products.

The changeover to the BIS-ISI logo is expected to be completed by the end of 2023. Manufacturers who are currently using the BIS-CRS logo will need to apply for a new BIS-ISI marking license from the BIS.

Here are the changes to the ISI, BIS, and CRS logos in 2022:

BIS-ISI: Will continue to be used to mark products that meet the requirements of the BIS certification scheme.

# AIR (Authorized Indian Representative)

When seeking BIS approval, it is imperative to utilize an Authorized Indian Representative (AIR). This individual, appointed by the manufacturer, serves as a local point of contact for Indian authorities and assumes the responsibility of submitting applications on behalf of the manufacturer.

Validity of the Certificate                             

The BIS certification validity is issued by the Bureau of Indian Standards (BIS) is valid for two years. Manufacturers can renew their BIS certification when there is no change in the concerned products and prescribed standards. The renewed BIS certificate will be valid for at least one year and a maximum of five years.

The renewal of the BIS certificate is subject to an annual advance minimum marking fee and license fee. The fee structure for BIS certification renewal is as follows:

·         Large Industrial Enterprises: Rs. 1,000/-

·         Medium, Micro, and Small Industrial Enterprises: Rs. 500/-

·         Central/ State Govt. Organizations: Rs. 500/-

If the renewal application of the BIS certification is filed after the expiry period of the certificate, the applicant needs to pay a late fee of Rs. 5,000/-
