EXTENDED PRODUCER’S RESPONSIBILITY FOR P-WASTE

 WHAT IS THE EXTENDED PRODUCER’S RESPONSIBILITY?


Extended producer’s responsibility (EPR) uses monetary encouragement to encourage manufacturers to design ecological products by holding manufacturers responsible for the costs of managing their products at the end of life.

EPR is based on the theory that manufacturers have the greatest authority over product design and marketing & have the greatest ability and responsibility to reduce venomous and waste.

INSTRUCTIONS-

According to EPR instructions for plastic packaging, Manufacturers, Importers, Brand-Owners, and Plastic Waste processors shall have to list through the centralized online EPR portal developed by the Central Pollution Control Board (CPCB). PIBOs must obtain EPR  registration from CPCB for plastic waste management.

PIBOs operating in one or two States/UT must be registered with the State Pollution Control Board (SPCB/PCC). PIBOs that operate in more than two states/UTs are required to register with CPCB.

PIBOs are required to make sure that plastic waste is prepared through Plastic Waste Processors (PWPs) in granting an action plan to meet assigned EPR targets. They shall procure a PWP certificate based on the quantity of plastic waste processed by PWPs and use these guarantees to meet their EPR targets. If any PIBO fails to observe PWM rules, environmental remuneration will be imposed, as well as disciplinary action.

Companies must register their EPR registration certificate at the central EPR portal developed by CPCB.-

1.   Producer

2.   Importer

3.   Brand Owner

4.   Plastic waste processors engaged in (a) recycling, (b) energy waste, (c) waste to oil, and (d) industrial composting.

RESPONSIBILITIES OF PIBO:

PIBO is responsible to

1.   Register at EPR Portal

2.   Submit their Action plan

3.   Fulfill obligations for:

(a)   Recycling

(b)   Use of Recycled content

(c)   Reuse

(d) End-of-life disposal

(e) Optional engagement in the collection and recovery of the plastics

(f)  Submit annual returns

(g)  Provide proof of certificates (Plastic credits)

PIBOs can work with PROs (Producer Responsibility Organizations) or other agencies individually to meet their target, but reporting and authority for meeting that responsibility is the entirety of PIBO.
